Description
The project consisted of the computer development of a comprehensive system for the management of the Annual Operating Program (POA) of the Ministry of Labor, Employment and Social Welfare (MTEPS). The objective was to implement a tool for planning, monitoring and evaluation of ministerial activities, optimizing resource allocation, transparency and accountability. This system was developed using PHP as the programming language and MySQL for the relational database. Architecture and Key Features The system, built with a centralized architecture, integrates key features through its main modules: Definition of Objectives and Goals: Allows for the structured loading of objectives (PEI/POA) and the definition of quantifiable goals and performance indicators (KPIs). Includes consistency validation. Distribution of Resources and Progress Monitoring: Facilitates budgetary and human resource allocation, real-time monitoring of physical and financial progress, identification of deviations and reprogramming with traceability. Data Collection and Analysis for Strategic Reports: Centralizes data collection, generates predefined/ad-hoc performance reports and interactive dashboards with graphical visualizations of KPIs. Allows export to PDF/Excel/CSV. Interoperability with Government Platforms: Designed with APIs for efficient integration with other government systems (budget management, HR), ensuring information consistency and strengthening transparency. Training and Institutional Strengthening The training of MTEPS personnel was a priority to maximize the use of the tool, strengthening program management and promoting continuous improvement in the planning and execution of public policies. The development of this system was developed in "open source", which is a key step in the modernization of MTEPS public management, and the scalability of the system, aligning with the guidelines of electronic government and administrative efficiency.
